In reference to the OP:

We all have freedom of choice in bike size, safety gear, attitude and self knowledge. IMHO you would have had no impact on his habits and behaviour. The fact that your raising it here indicates that your one of the few decent folk left on the planet.

yes Wisconsin is a choice state. meaning you choose to ride with a helmet or not. i dont know how many times ive seen new riders riding without helmets. one lady i knew well quit using a helmet after 2000 miles. unfortuately a driver ran into her and smashed her left leg up real bad. She had her foot amputated. Her riding instructors had told her to crowd the center line. So no one could sneak by her. its a badge of courage here to ride without a helmet.

Having said that many bikes have really horrendous MPG figures...
There are inconsistencies: government publishes a strategy (2 or 3 yrs ago) talking about 'mainstreaming motorcycling'. (Ping). ACPO condemns bikes as antisocial toys (Pong). Mayor of London allows bikes into bus lanes (Ping). Westminster CC introduces on-street parking charges (Pong).

There is a huge, massive, indisputable argument out there waiting to be made in favour of the benefits of PTW in our congested country, but as a group bikers (and the manufacturers) have so far failed to make it. Why? Probably because of the image of bikers as hooligans/speeders and/or because of the safety fears.

Reminds me, I must fill in the TFL taxibike survey....

And how exactly would wearing a helmet have protected her leg? Over here we wear them on our heads
